Community Development Director\n7.3.1 Introduction and First Reading of a Proposed Ordinance\nProhibiting the Advertisement and Rental of Property for Short-\nTerm Rental in All Residential Zones\nRecommendation: That the City Council:\n1) Receive the staff report; and\n2) Find and determine that this Ordinance is exempt from the\nrequirements of the California Environmental Quality Act (“CEQA”)\npursuant to state CEQA guidelines because it is not considered a project\n(14 Cal. Code Regs. § 15378) and there is no possibility that this Ordinance\nor its implementation would have a significant negative effect on the\nenvironment (14 Cal. Code Regs. § 15061(b)(3));\n3) Introduce for first reading, read by title only, and waive further reading\nof an Ordinance entitled: “AN ORDINANCE OF THE CITY OF LAGUNA\nHILLS, CALIFORNIA, ADDING CHAPTER 6-40 (SHORT-TERM RENTALS) TO\nTITLE 6 (PUBLIC WELFARE) OF THE LAGUNA HILLS MUNICIPAL CODE TO\nPROHIBIT THE ADVERTISEMENT AND RENTAL OF PROPERTY FOR SHORT-\nTERM RENTAL IN ALL RESIDENTIAL ZONES.”\n5
