9.\nPROPOSED ORDINANCE NO. 1575 FOR CROSS CONNECTION\nCONTROL In December 2023, the California State Water Resources\nControl Board adopted the Cross-Connection Control Policy Handbook,\nwhich establishes new statewide standards for protecting public water\nsupplies from cross-contamination. Taking effect in July 2024, the Cross-\nConnection Control Policy Handbook established new statewide\nstandards for protecting public water supplies from contamination.\nAdoption of Cross-Connection Control Ordinance No. 1575 formally\nestablishes regulatory authority, program requirements, and appropriate\nenforcement mechanisms necessary to protect the City’s potable water\nsystem from contamination due to cross-connections and backflow\nevents.\nRecommendation: Staff recommends that the City Council conduct the\nfirst reading by title only of Ordinance No. 1575. ORDINANCE NO. 1575\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,\nCALIFORNIA, ADDING SECTION 4907 TO THE TUSTIN CITY CODE\nINSTITUTING A CROSS-CONNECTION CONTROL PROGRAM TO\nPROTECT THE PUBLIC WATER SYSTEM Fiscal Impact: Adoption of\nOrdinance 1575 does not result in additional fiscal impacts. In July 2025,\nthe City Council approved an additional budget appropriation in the\namount of $70,000 for the program implementation costs. Ongoing\nprogram costs are estimated at $100,000 annually and will be requested\neach year through the City’s budget process.
