10B. DISCUSSION OF TRANSIT PROGRAMS INCLUDING: SENIOR MOBILITY\nPROGRAM, SC RIDES, THE LAST MILE PROGRAM, CMO SHUTTLE\nPROGRAM, AND THE SAN CLEMENTE TROLLEY\nStaff Recommendation\n1. Direct staff to move forward with Option 4 for the Senior Mobility Program\nand limit ridership to 14 one-way rides per month.\n2. Direct staff to move forward with Option 2 for the SC Rides Program and\nreduce the City maximum subsidy from $9 to $5 per ride.\n3. Eliminate or delay implementation of the Last Mile Program.\n4. Provide direction for the Clean Mobility Options (CMO) Shuttle Program.\n5. Provide direction for the Trolley Program.\n6. Receive and file the Administrative Report dated February 3, 2026 and on\nfile with the City Clerk.
