8C. OBJECTION HEARING AND CONSIDERATION OF WRITTEN RESPONSES\nTO WRITTEN OBJECTIONS TO PROPOSED WATER FEES, PURSUANT TO\nPROPOSITION 218 AND GOVERNMENT CODE SECTIONS 53750 THROUGH\n53759.2, TO IMPLEMENT EXHAUSTION OF ADMINISTRATIVE REMEDIES\nPublic Hearing to consider all timely written objections and the City shall\nrespond in writing to any timely written objections. The City’s responses\nshall explain the substantive basis for retaining or altering the proposed\nwater rates in response to written objections, including any reason to\nreject requested changes. The City Council will consider all timely written\nobjections, along with the City’s response, and determine whether\nclarifications or further review or deduction or abandonment of the\nproposed water rate increases is warranted.\nStaff Recommendation\n1. Conduct the objection hearing.\n2. After conducting the hearing, adopt Resolution No. 26-20, which will:\na. Determine that there were no timely written legal objections to\nproposed water rates and charges received.\nb. Direct staff to respond in writing to the communications received.\nc. Determine that clarifications, further review or reduction or\nabandonment of the proposed water rates, fees and charges is not\nwarranted in accordance with Government Code sections 53759.1 and\n53759.2.\nd. Make no changes to the Water Rate Study Report nor the proposed\nadjustment to water rates and charges.
