PUBLIC HEARING TO CONSIDER A CITY COUNCIL INITIATED APPEAL OF\nTHE PLANNING COMMISSION’S APPROVAL OF PUBLIC HEARING\nPROJECT 25-527, AN AMENDMENT TO CULTURAL HERITAGE PERMIT\n16-376, MIRAMAR EVENTS CENTER, 1700 N. EL CAMINO REAL, TO\nMODIFY PREVIOUSLY APPROVED PROJECT PLANS TO INFILL PORTIONS\nOF AN EXISTING EXTERIOR SECURITY WALL AND ADD A FOUNTAIN\nFEATURE WITHIN THE MIRAMAR THEATER PATIO AND DETERMINE\nWHETHER THE PROJECT IS CATEGORICALLY EXEMPT FROM THE\nREQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\n(CEQA) PURSUANT TO CEQA GUIDELINES §15301 (CLASS 1: EXISTING\nFACILITIES), §15302 (CLASS 2: RECONSTRUCTION OR REPLACEMENT),\nAND §15303 (CLASS 3: NEW CONSTRUCTION OR CONVERSION OF\nSMALL STRUCTURES)\nPublic Hearing to consider a City Council initiated appeal of the Planning\nCommission’s approval of PHP25-527,an amendment to CHP 16-376,\nMiramar Events Center, 1700 N. El Camino Real, to modify previously\napproved project plans to infill portions of an existing exterior security wall\nand add a fountain feature within the Miramar theater patio.\nThe City Council will also consider whether the project is Categorically\nExempt from the requirements of the CEQA pursuant to CEQA\nGuidelines §15301 (Class 1: Existing Facilities) and §15311 (Class 11:\nAccessory Structures).\nStaff Recommendation\nAdopt Resolution 26-19, which will:\n1. Determine the project is categorically exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to State CEQA Guidelines\nSection 15301 (Class 1: Existing Facilities), §15302 (Class 2:\nReconstruction or Replacement), and §15303 (Class 3: New Construction\nor Conversion of Small Structures).\n2. Approve Public Hearing Project 25-527, an amendment to Cultural\nHeritage Permit (CHP) 16-376, to allow modifications to the wall and\nlandscape features in the patio area on the east side of the historic\nMiramar theater, with the same findings and conditions adopted by the\nPlanning Commission.
