11E. CONTRACT AWARD - FY 2026 MAJOR STREET MAINTENANCE AND FY\n2026 PAVEMENT PRESERVATION PROGRAM, AND FINDING THE\nPROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 26-22, which will:\n1. Find the FY 2026 Major Street Maintenance and FY 2026 Pavement\nPreservation Program, CIP Project Nos. 26303 and 26304, categorically\nexempt from the California Environmental Quality Act (CEQA) under Class\n1 (Existing Facilities, 14 CCR section 15301) of the State CEQA\nGuidelines.\n2. Award the FY 2026 Major Street Maintenance and FY 2026 Pavement\nPreservation Program, contract to L.C. Paving & Sealing, Inc.\n3. Approve, and authorize the City Manager to execute, Contract No. C26-\n12, by and between the City of San Clemente and L.C. Paving & Sealing,\nInc., providing for the FY 2026 Major Street Maintenance and FY 2026\nPavement Preservation Program, in an amount not to exceed $581,210, in\na form substantially similar to Contract No. C26-12 (Attachment 2).
