11I. NOTICE OF COMPLETION - SOUTH EL CAMINO REAL LANE\nRECONFIGURATION AND BUFFERED BIKE LANE PROJECT FROM\nAVENIDA MENDOCINO TO SOUTH CITY LIMIT- FEDERAL PROJECT NO.\nCML-5274(039), FTIP NO. ORA 190914, CITY CIP PROJECT NO. 11308, AND\nCONSIDERATION OF RED CURB MODIFICATION ON SOUTH EL CAMINO\nREAL, AND FINDING THE ACTIONS CATEGORICALLY EXEMPT UNDER\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolutions No. 26-26 (Notice of Completion) and No. 26-27 (Red\nCurb Modification), which will:\n1. Approve the final project design and accept the South El Camino Real\nLane Reconfiguration and Buffered Bike Lane Project from Avenida\nMendocino to South City Limit, Federal Project No. CML-5274(039), FTIP\nNo. ORA 190914, City CIP Project No. 11308, from ONYX Paving\nCompany, Inc.\n2. Authorize the City Clerk to execute and record the Notice of Completion\nfor the South El Camino Real Lane Reconfiguration and Buffered Bike\nLane Project from Avenida Mendocino to South City Limit.\n3. Authorize the City Clerk to release the payment bond 35 days from the\nrecordation of the Notice of Completion upon verification with the\nEngineering Division that no liens have been levied against the\nContractor, ONYX Paving Company, Inc.\n4. Authorize the City Clerk to release the performance bond for this project\nupon receipt of a warranty bond in a form acceptable to the Public Works\nDirector/City Engineer in the amount of 25% of the total construction cost.\n5. Find the project categorically exempt from the California Environmental\nQuality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section\n15301) of the State CEQA Guidelines.\n6. Approve the red curb modification as illustrated in Attachment 5 of the\nAdministrative Report dated February 3, 2026 and on file with the City\nClerk.
