(13)\n23-0038-S11\nHOUSING AND HOMELESSNESS COMMITTEE REPORT relative to\nstaffing requests to support the implementation and administration of\nUnited to House LA (ULA) Programs.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. NOTE and FILE the Los Angeles Housing Department (LAHD)\nreport dated October 3, 2025, attached to Council file No. 23-\n0038-S11, relative to the ULA staffing plan.\n2. AUTHORIZE by resolution authority 43 positions to implement\nthe ULA programs, subject to allocation by the Board of Civil\nService Commissioners and pay grade determination by the\nCity Administrative Officer (CAO), as outlined in the table under\nRecommendation No. 2.b contained in the CAO report dated\nNovember 25, 2025, attached to Council file No. 23-0038-S11.\n3. AUTHORIZE by resolution authority one Senior Auditor position\nto implement the ULA programs, subject to allocation by the\nBoard of Civil Service Commissioners and pay grade\ndetermination by the CAO.\n4. INSTRUCT the General Manager, LAHD, or designee, to refrain\nfrom filling any of the positions listed in the table under\nRecommendation No. 2.b contained in the CAO report dated\nNovember 25, 2025, attached to the Council file, and the above\nRecommendation No. 3, should Measure ULA be invalidated.\n5. REQUEST the Controller to:\na. Transfer $5,108,481.90 from Account No. 43C00B\nAdministration to the accounts indicated in the table under\nRecommendation No. 2.d.i contained in the CAO report\ndated November 25, 2025, attached to the Council file,\nwithin the House LA Fund No. 66M/43.\nb. Transfer $73,906.70 from Account No. 43CU04 Protection\nfrom Tenant Harassment to the accounts indicated in the\ntable under Recommendation No. 2.d.ii contained in the\nCAO report dated November 25, 2025, attached to the\nCouncil file, within the House LA Fund No. 66M/43.\nc. Increase appropriations for the accounts indicated in the\ntable under Recommendation No. 2.d.iii contained in the\nCAO report dated November 25, 2025, attached to the\nCouncil file, within LAHD Fund No. 100/43.\nFiscal Impact Statement: The CAO reports that the salary and other\ncosts are proposed to be funded by the ULA Fund. There is no impact\nto the General Fund at this time. However, should the City lose the\nlegal challenge against Measure ULA, all revenues collected to date\nwould need to be repaid and the General Fund may be obligated to\ncover any spent funds.\nFinancial Policies Statement: The CAO reports that the\nrecommendations in this report comply with the City’s Financial\nPolicies in that the recommended interim appropriations are limited\nand necessary to address an urgent need, and ongoing revenues are\nused to support ongoing programs.
