(22)\n25-1214\nPUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES’\nREPORT relative to the Fiscal Year 2025-26 California Highway Patrol\nCannabis Tax Fund Grant Program – Law Enforcement.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE the Chief of Police, Los Angeles Police\nDepartment (LAPD) or designee, to:\na. Retroactively apply for, negotiate and accept the grant\naward of $960,276 relative to the Fiscal Year (FY) 2025-\n26 Cannabis Tax Fund Grant Program (CTFGP) – Law\nEnforcement from the State of California, California\nHighway Patrol (CHP), for the period of July 1, 2025\nthrough June 30, 2026 and execute any documents or\nagreements necessary to accept the grant funds, subject\nto the approval by the City Attorney as to form.\nb. Negotiate and execute a Professional Services Agreement\nwith one selected vendor for a term of one year within the\napplicable grant performance period, for a sum not to\nexceed $30,000, for the provision of phlebotomist services\nas it relates to the grant program, subject to the approval\nof the City Attorney as to form.\n2. AUTHORIZE the LAPD to:\na. Spend up to $960,276 in funding in accordance with the\ngrant award agreement.\nb. Submit grant reimbursement requests to the grantor and\ndeposit the FY 2025- 26 CTFGP – Law Enforcement grant\nreceipts into the Police Department Grant Fund No.\n339/70, account number to be determined.\nc. Prepare Controller instructions for any technical\nadjustments as necessary to implement Mayor and\nCouncil intentions, subject to the approval of the City\nAdministrative Officer, and authorize the Controller to\nimplement the instructions.\n3. AUTHORIZE the Controller to:\na. Establish a grant receivable and appropriate up to\n$960,276 within the Police Department Grant Fund No.\n339/70, account number to be determined, for\ndisbursement of the FY 2025-26 CTFGP – Law\nEnforcement grant funds.\nb. Increase appropriations on an as-needed basis from the\nPolice Department Grant Fund No. 339/70, account\nnumber to be determined, to Fund No. 100/70, account\nnumbers and amounts, as follows: Account No. 001090,\nOvertime General, $24,000.00; Account No. 001092,\nOvertime Sworn, $806,765.76; Account No., To Be\nDetermined Related Costs, $73,764.24.\nFiscal Impact Statement: The CAO reports that approval of the\nrecommendations stated in this report will authorize the Los Angeles\nPolice Department to retroactively accept the Fiscal Year (FY) 2025-\n26 Cannabis Tax Fund Grant Program – Law Enforcement grant\naward of $960,276 from the State of California, California Highway\nPatrol, for a one-year term beginning July 1, 2025 through June 30,\n2026. No matching funds are required for this grant. Cost Allocation\nPlan 42 indirect cost rates for grant-eligible overtime and related costs\n($73,764.24) in support of this program will also be reimbursed with\nthe grant funds for FY 2025-26.\nFinancial Policies Statement: The CAO further reports that the\nrecommendations provided in this report are in compliance with the\nCity’s Financial Policies in that all grant-eligible costs are fully funded\nby the grant program award.
