(23)\n25-1469\nCD 15\nPUBLIC SAFETY COMMITTEE REPORT relative to requesting a\nreport on the City’s enforcement authority and options to improve\nsafety, emergency preparedness, and community protections related to\noperations at the JCI Jones Chemicals facility in Harbor Gateway.\nRecommendations for Council action, pursuant to Motion (McOsker –\nBlumenfield):\n1. DIRECT the Office of the City Attorney, in consultation with the\nEmergency Management Department (EMD), the Los Angeles\nFire Department (LAFD), the Department of Building & Safety\n(LADBS), and the Department of City Planning (DCP), to report\nback in 30 days on the City's criminal and/or civil enforcement\ncapacities, as well as steps to abate any present nuisance, with\nrespect to the JCI Jones Chemicals, Inc. (JCI) facility and their\noperations, including:\na. A record of any prior local, state, or federal violations of\nlaw in the JCI operations or site conditions within the past\n15 years, the response to any violation notices, and the\ncurrent status of any violation, nuisance, or substandard\ncondition in the JCI operations or at the JCI site.\nb. The City's authority and procedural path for criminal or\ncivil enforcement, or nuisance abatement, regarding the\noperations or site conditions.\nc. Existing authority and available enforcement mechanisms\nto require or incentivize emergency-preparedness\nmeasures in the current operations.\nd. The City's authority to require facility upgrades,\noperational safety improvements, or use restrictions\nrelated to community safety and emergency\npreparedness.\ne. Options for voluntary agreements or partnerships to\nenhance community safety.\n​\nf. Opportunities for interagency coordination with the\nCalifornia Environmental Protection Agency (CalEPA), the\nSouth Coast Air Quality Management District (SCAQMD),\nand federal partners on oversight and compliance.\n​\n2. DIRECT these departments, in coordination with the Council\nOffice, to continue engagement with JCI to pursue community-\nrequested safety initiatives, including: the distribution of shelter-\nin-place kits, community emergency-response training,\ninstallation of warning systems such as windsocks and alarms,\nand exploration of a vegetation wall or similar buffer\nimprovement(s).\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
