1-D.\nAdopting a Formula to Advance Housing Solutions in Unincorporated Los\nAngeles County\nRecommendation as submitted by Supervisors Mitchell and Hahn: Instruct the\nExecutive Director of Los Angeles County Development Authority to aggregate\nthe Production, Preservation and Ownership (PPO) and PPO Flexible Funds\nand issue one annual Notice of Funding Availability for the combined funds;\ndirectly receive, administer, and manage funds, received through the Los\nAngeles County Affordable Housing Solutions Agency (LACAHSA), on behalf of\nthe County for the unincorporated areas; apply for grants and execute\nagreements for professional and other services, including entering into and/or\namending such agreements without adhering to the Los Angeles County\nDevelopment Authority (LACDA) or any other competitive procurement\nrequirements. Authorize the Executive Director to take the following actions:\n(Relates to Agenda No. 17)\nAccept funding for the PPO and the PPO Flexible Funds and execute\nand amend funding agreements between LACAHSA and LACDA.\nIncorporate the funding into LACDA’s approved Fiscal Year 2025-26\nbudget, as needed.\nInclude in the strategic plan that is to be developed by the Chief\nExecutive Office-MUAS in coordination with the Executive Director,\nDirectors of Consumer and Business Affairs and Homeless Services and\nHousing, an option to rotate the PPO fund to each Supervisorial District\nannually to the greatest extent possible. LACDA shall provide the\nframework for rotation of the funds, and offer recommendations or\nindicators for revisiting this approach in response to any emerging\nenvironment or landscape shifts. The plan should also allow to reopen the\nfunds Countywide if applications do not meet minimum qualifications and\nfunding is not fully exhausted.
