16.\nAdoption and Equitable Implementation of the Los Angeles County Heat\nAction Plan\nRecommendation as submitted by Supervisors Solis and Horvath: Adopt the Los\nAngeles County Heat Action Plan (CHAP) as the County’s comprehensive\nframework to protect communities and guide strategic investments in equitable\nheat resilience. Instruct the Chief Sustainability Officer, in coordination with the\nDirectors of Public Works, Internal Services, Public Health, Regional Planning,\nthe Office of Emergency Management, Chief Executive Office, and all other\nrelevant Department Heads, to integrate CHAP goals and strategies into related\nplans and budget requests. Direct the Acting Chief Executive Officer, through\nthe Legislative Affairs and Intergovernmental Relations Branch, to align the\nCounty’s local, State, and Federal legislative agenda with CHAP priorities,\nincluding support for funding, regulatory protections, and policies that\nsafeguard vulnerable communities from extreme heat. Instruct the Chief\nSustainability Officer to engage and coordinate with the 88 Cities and Councils\nof Governments on CHAP implementation and develop shared resources that\nsupport regional collaboration. Instruct the Chief Sustainability Officer to report\nback to the Board in writing in one year regarding progress on equitable\nimplementation of the CHAP on priority strategies. Authorize the Chief\nSustainability Officer to apply for, accept, and administer CHAP-related grants\nfor a five-year period to expand resources for implementation.
