17.\nAdopting Formulas to Advance Housing Solutions in Unincorporated Los\nAngeles County\nRecommendation as submitted by Supervisors Mitchell and Hahn: Instruct the\nDirector of Consumer and Business Affairs to adopt Formula Five, using the\nAffordability Metric based on Rent Burdened Households as outlined in the\nActing Chief Executive Officer’s Municipal Unincorporated Area Services\n(MUAS) Unit’s report dated December 1, 2025, for Los Angeles County\nAffordable Housing Solutions Agency (LACAHSA) Renter Protection and\nHomeless Prevention (RPHP) funding for the County's unincorporated areas\nwith the authority to realign funds based on oversubscription and/or\nundersubscription in consultation with the Board; directly receive, administer,\nand manage RPHP funds, received through LACAHSA on behalf of the County\nfor the unincorporated areas; apply for grants and execute agreements for\nprofessional and other services, including entering into and/or amending such\nagreements without adhering to the County’s Sole Source Policy or any other\ncompetitive procurement requirements; and track the outcomes of utilizing\nRPHP funds to support the Department of Consumer and Business Affairs’\nEviction Prevention and Tenant Stabilization programs including, but not limited\nto the Tenant Right To Counsel, Stay Housed LA, and Rental Assistance\nprograms. Instruct the Directors of Homeless Services and Housing and\nPersonnel to establish the head of the Office of Unincorporated Services and\nStrategies. The head of this office should be hired within 60 days in\nconsultation and involvement with the Board. The head of this office shall have\nsufficient authority, staffing support, and resources to oversee the\nimplementation of the unincorporated areas’ strategic housing plan; coordinate\nservices and resources that drive progress in disproportionately impacted\nunincorporated areas; track performance metrics; and report outcomes to the\nBoard.
