2-D.\nApproval of Funding for Seven Multifamily Affordable Housing\nDevelopments in Los Angeles, West Hollywood and Whittier\nRecommendation: Approve loans to New High Village Senior/LINC Housing\nCorporation, New High Village Family/LINC Housing Corporation, PATH Villas\nWindsor Hills/PATH Ventures & Bold Communities, Venice Dell\nCommunity/Hollywood Community Housing Corporation & Venice Community\nHousing Corporation, 1047 N. Crescent Height/Community Corporation of\nSanta Monica, Larrabee/LINC Housing Corporation, and Telegraph/National\nCommunity Renaissance of California & Prima Development (Developers) (1, 2,\n3, and 4), using up to a total of $43,780,000 in Affordable Housing Trust Funds\n(AHTF), to fund the development of seven affordable multifamily rental housing\ndevelopments selected through the Notice of Funding Availability (NOFA) Round\n31, issued by the Los Angeles County Development Authority (LACDA). Find\nthat approval of funding for these projects is not subject to the California\nEnvironmental Quality Act. Authorize the Executive Director of the Los Angeles\nCounty Development Authority to take the following actions: APPROVE\nNegotiate, execute, and if necessary, amend, or reduce the loan\nagreements with the Developers, or their LACDA-approved assignees,\nand all related documents including, but not limited to, documents to\nsubordinate the loans to construction and permanent financing, and any\nintergovernmental, interagency, or inter-creditor agreements necessary\nfor the implementation of each development.\nAccept and incorporate, as needed, up to $43,780,000 in AHTF into\nLACDA’s approved Fiscal Year 2025-26 budget for the purposes\ndescribed herein.\nReallocate the LACDA funding set aside for affordable housing at the\ntime of project funding, as needed and within each project’s approved\nfunding limit, in line with each project’s needs, and within the\nrequirements for each funding source.
