15.\nSupporting Urgency to Rebuild Los Angeles County Parks Following the\nJanuary 2025 Windstorm and Critical Fire Events\nRecommendation as submitted by Supervisor Barger: Authorize the Director of\nParks and Recreation to execute a Donation and Partnership agreement with\nthe Los Angeles County Parks Foundation (Foundation) to accept from the\nFoundation donated improvements and coordinate the scope and design of\nprojects to re-open parks damaged by fires to meet funding deadlines. Find that\nthe proposed actions are not subject to the California Environmental Quality Act\n(CEQA). Further find that the actions herein are within the scope of the Board's\nfindings with respect to CEQA in Board Order No. 10 of January 28, 2025\nwhich addressed response to the January 2025 Windstorm and Critical Fire\nEvents. Authorize the Director to take the following actions:\nExecute and amend agreements necessary for the Foundation's efforts\nto apply for, secure, and administer grants to support the re-opening and\nrecovery of fire-damaged County parks.\nExecute a Master As-Needed contract with Outward Bound Adventures,\nto perform periodic and intermittent recovery and restoration related work\nat parks and trails in the Altadena and Pasadena fire zones, including\nnon-construction and remodeling services such as landscaping,\nmaintenance projects, horticultural services, water conservation projects,\nenergy conservation projects, trail work, habitat restoration, and other\nservices which are not subject to the Public Contract Code, subject to\nprior determination, if appropriate, by the Director that the work is\nexempt from CEQA, for a period of five years in an amount not to exceed\n$5,000,000 per year. Find that these services are needed on a part-time\nor intermittent basis.\nReport back to the Board in writing annually on the progress of recovery\nefforts, until the motion-referenced projects have been completed and\ndelivered to the County.
