10.\nEvaluation and Preparation of Winter Shelter Program in Los Angeles\nCounty\nRecommendation as submitted by Supervisors Hahn and Solis: Instruct the\nDirector of Homeless Services and Housing, in consultation with County\nCounsel, the Acting Chief Executive Officer, relevant County Departments, and\nimplementing partners to take immediate and ongoing actions to strengthen the\nCounty’s Winter Shelter Program and Emergency Response Program as\nresponsibilities transition from the Los Angeles Homeless Services Authority to\nthe Department of Homeless Services Housing, and to take the following\nactions:\nAssuming operational leadership and accountability for the planning,\ncoordination, contracting, and oversight of winter shelter and storm\nresponse operations.\nCreating more efficiencies in the deployment of the County's Winter\nShelter Program, including the issuance of motel vouchers offered by\ndirect outreach teams and other identified providers, and shelter beds\noperated by contracted providers.\nIncreasing winter shelter and emergency response capacity, including\nexpansion of shelter beds, pop-up shelter sites, and hotel/motel vouchers,\nto ensure sufficient surge capacity during inclement weather events.\nStrengthening coordination among implementing partners, including\nimprovements to call center staffing, response times, transportation\ncapacity, and referral processes during Emergency Response Program\nactivations.\nEstablishing clearer and more transparent public messaging regarding\nshelter and voucher availability during inclement weather activations to\nreduce confusion and manage expectations for callers seeking\nassistance; and\nDeveloping and implementing short-term and long-term strategies to\nstabilize funding for the Winter Shelter Program and Emergency\nResponse Program, including options to embed these programs into the\nCounty’s long-term homelessness funding framework.\nInstruct the Director of Homeless Services and Housing, in consultation with the\nActing Chief Executive Officer and relevant County Departments to identify a\nsite and funding recommendation for a dedicated Winter Shelter Program\nlocation within Service Planning Area (SPA) 3 in the San Gabriel Valley for the\n2026 winter season, including:\nIdentification of potential public or privately owned properties suitable for\nuse as a seasonal or year-round winter shelter site within SPA 3.\nAn analysis of zoning, land use, permitting, legal, and community\nengagement considerations associated with each potential site.\nEstimated capital, operational, and staffing costs to establish and operate\na Winter Shelter Program site in SPA 3, including identification of\nfunding sources and recommended options to provide sustainable\nfunding; and\nA recommended site and funding plan, with an associated\nimplementation timeline, to ensure that residents experiencing\nhomelessness in the San Gabriel Valley have local access to winter\nshelter and emergency storm response services prior to or during the\nupcoming winter season.
