21.\nResponse to Presidential Executive Order No. 14377 Preempting and\nReplacing State and Local Permitting Processes for Palisades and Eaton\nFire Rebuilds\nRecommendation as submitted by Supervisor Horvath: Instruct County Counsel,\nin coordination with the Directors of Public Works, Regional Planning, and the\nOffice of Emergency Management, Chief Executive Office, to monitor the\nimplementation of the recently issued Presidential Executive Order No. 14377\ndirecting the Secretary of Homeland Security, acting through the Administrator\nof the Federal Emergency Management Agency, and the Administrator of the\nSmall Business Association, to preempt and replace State and local permitting\nprocesses, and other similar pre-approval requirements, for the rebuilding of\nstructures impacted by the Palisades and Eaton Fires. County Counsel shall\nprovide periodic updates in writing to the Board, as necessary. Authorize\nCounty Counsel to initiate or participate in litigation, or amicus filings, aimed at\nprotecting the County’s local land use and permitting authority, or any other\nactions, related to Presidential Executive Order No. 14377. Instruct the Director\nof the Office of Emergency Management, Chief Executive Office, to analyze,\nand report back to the Board in writing in 30 days, how many individuals,\nbusinesses, organizations, or other entities have received Federal\nemergency-relief funds to assist in rebuilding from the Palisades and Eaton\nFires, and would thus be impacted by the Presidential Executive Order No.\n14377.
