9.2 FIRST READING OF ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nLYNWOOD ADDING CHAPTER 3 SUBSECTION 3-37 OF THE LYNWOOD\nMUNICIPAL CODE ADOPTING PROCEDURES CONCERNING SENSITIVE\nINFORMATION AND PROHIBITION OF THE USE OF CITY RESOURCES FOR\nFEDERAL IMMIGRATION ENFORCEMENT\nStaff recommends that the City Council adopt the attached resolution entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING\nTHE IMPERIAL HIGHWAY CORRIDOR CAPACITY ENHANCEMENT PROJECT FROM\nSTATE STREET TO WRIGHT ROAD FY 2023–2024, PROJECT NO. 4011.68.106 AS\nCOMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION WITH\nTHE LOS ANGELES COUNTY RECORDER’S OFFICE AND THE RELEASE OF THE\n5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.”\nExecutive Summary:\nThe CDBG Alley Improvements Project (CIP NO. 2941.68.196 will rehabilitate\ndeteriorated alleys at multiple locations throughout the City. The project includes the\nPlans, Specifications, and Estimates (PS&E) for construction using Community\nDevelopment Block Grant (CDBG) funds. Staff received a proposal from Bowman\nConsulting in the amount of $153,880 to provide professional design and engineering\nservices. Alley segments were selected based on Pavement Condition Index (PCI)\nratings and the City’s five-year moratorium policy on newly improved streets. The total\nCDBG budget available for design and construction is $1,401,850, consisting of $601,850\nin carried-over FY 2024–25 funds and $800,000 in FY 2025–26 allocations. Staff\nrecommends awarding the design contract to Bowman Consulting.
