(6)\n25-1378\nCD 2\nGENERAL EXEMPTION, ENERGY AND ENVIRONMENT\nCOMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION\nrelative to a quitclaim of public water facility easement by Department\nof Water and Power (DWP) to Etai Harari and Moriah Harari, husband\nand wife as community property.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. DETERMINE that this item is exempt pursuant to California\nEnvironmental Quality Act (CEQA) Guidelines Section 15061(b)\n(3). General Exemptions apply in situations where it can be\nseen with certainty that there is no possibility that the activity in\nquestion may have a significant effect on the environment.\nTherefore, the quitclaim of a DWP public utility easement is not\nan action subject to CEQA.\n2. APPROVE Board of Water and Power Commissioners (Board)\nResolution No. 026-094 authorizing the DWP to execute a\nQuitclaim Deed quitclaiming a water facility easement at\nAssessor’s Parcel No. 2356-019-019 in Los Angeles, California,\nto Etai Harari and Moriah Harari, Husband and Wife as\ncommunity property, at no cost to DWP.\n3. PRESENT and ADOPT the accompanying ORDINANCE dated\nDecember 2, 2025, approving Board Resolution No. 026-094\nauthorizing the quitclaim of public water facility easement by\nDWP to Etai Harari and Moriah Harari, husband and wife as\ncommunity property.\nFiscal Impact Statement: The City Administrative Officer reports that\nthere is no impact on the City General Fund. The DWP Water\nRevenue Fund will receive onetime revenue of $6,420 as a\nprocessing fee for the quitclaim of this easement, which the property\nowners have paid to DWP. The above recommendations comply with\nDWP adopted Financial Policies.
