(16)\n13-1526-S5\nENERGY AND ENVIRONMENT COMMITTEE REPORT relative to\nbudget adjustments and funding considerations for the Fiscal Year\n(FY) 2025-26 Proposition O Program.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. APPROVE the Master Schedule for FY 2025-26 in Attachment 1\nof the City Administrative Officer (CAO) report dated December\n17, 2025, attached to the Council file.\n2. APPROVE the Proposition O staffing appropriation for FY 2025-\n26 up to $3,768,167 for the Bureau of Contract Administration\n(BCA), Bureau of Engineering (BOE), and Bureau of Sanitation\n(BOS) to continue project implementation (Attachment 2 of said\nCAO report).\na. AUTHORIZE the Controller to reimburse the funding\nsource(s) that are used to front-fund staffing costs for\nProposition O Program for FY 2025-26, subject to the\napproval of the invoices stated in the table provided by the\nCAO in said report.\nb. REQUEST authorization from the Controller to transfer\nand appropriate up to $3,768,167 in Proposition O funds\nfrom various accounts to the departmental budgets for\nBCA, BOE, and BOS, subject to review and approval of\nreimbursement invoices by the CAO.\n3. AUTHORIZE the CAO, in coordination with the BOE and BOS,\nto make technical corrections as needed to the above\nrecommendations to implement Mayor and Council intentions.\nFiscal Impact Statement: The CAO reports that there will be no impact\non the General Fund. Funding will come from the Proposition O\nGeneral Obligation Bond Fund. Operations and maintenance costs\ncannot be paid for from General Obligation bonds and will therefore\nbe addressed through the City's annual budgeting process.\nFinancial Policies Statement: The CAO reports that the\nrecommendations above comply with the City’s Financial Policies as\nfunding for the proposed projects is provided primarily from bond\nproceeds which are supported by voter-approved property tax\nrevenue.
