(12)\n24-1221\nGOVERNMENT OPERATIONS and ARTS, PARKS, LIBRARIES AND\nCOMMUNITY ENRICHMENT COMMITTEES’ REPORT relative to pilot\nprogram for the distribution of a no-cost all-in-one fentanyl detection\ndevice to be funded through the Opioid Settlement funding.\nRecommendations for Council action:\n1. AUTHORIZE the Department on Disability (DOD) to release a\nRequest for Proposals (RFP) and establish contract(s) to\ndevelop a pilot program that would include the development of\nan online portal for the dissemination of 200,000 fentanyl\nresting devices per year for three years; or, establish a\npartnership with a device vendor that has existing infrastructure\nfor ordering and delivering devices with said RFPs to include:\na. A social marketing campaign\nb. Plan for developing the portal\nc. Development of a training video\nd. A plan for handling all the logistics of delivering the\nproduct to the requestor\ne. A data collection component to assess the success of the\npilot program\n2. INSTRUCT the City Administrative Officer (CAO) to:\na. Allocate funding in connection with Recommendation No.\n1, as noted above.\nb. With the assistance of the DOD, report on the estimated\ncosts needed for the potential fentanyl detection device\ndistribution program to include:\ni. If such a program is eligible for funding with opioid\nsettlement funds.\nii. If there is an existing contractor that can perform the\nrequested activities.\nFiscal Impact Statement: The DOD reports that the fiscal impact will\ndepend on the scale of the program. Resources may be available\nthrough opioid settlement funds.
