10.E. Waive further reading and adopt an Ordinance amending Monterey Park Municipal\nCode Chapters 1.10, 2.56, 4.20, and 4.30 to designate the Planning Commission as the\nBoard of Appeals to consider appeals arising from application of the California\nBuilding Standards Code\nIt is recommended that the City Council consider:\n1. Waiving the second reading, and adopting the proposed Ordinance amending\nMonterey Park Municipal Code Chapters 1.10, 2.56, 4.20, and 4.30 to designate the\nPlanning Commission as the Board of Appeals to consider appeals arising from\napplication of the California Building Standards Code; and\nCEQA (California Environmental Quality Act):\nThe Ordinance is exempt from additional review under the California Environmental Quality\nAct (Public Resources Code §§ 21000, et seq., “CEQA”) and the regulations promulgated\nthereunder (14 California Code of Regulations §§ 15000, et seq., the “CEQA Guidelines”)\nbecause it consists only of minor revisions and clarifications to an existing code of\nconstruction-related regulations and specification of procedures related thereto and will not\nhave the effect of deleting or substantially changing any regulatory standards or findings\nrequired therefor, and therefore does not have the potential to cause significant effects on\nthe environment.
