(10) Resolution Granting a Request for Relief of Bid, Awarding the Construction\nContract for the Prospect Avenue and Mesa Road Intersection Improvements\n(CIP 2020-01) Project, Determining the Project is Categorically Exempt from\nEnvironmental Review Under the California Environmental Quality Act\n(“CEQA”) per State CEQA Guidelines Section 15301 and Approving the\nAppropriation of Funds. (Development Services – Schmitz)\nRecommendation:\nAdopt the Resolution:\n1. Relieving Tri-Group Construction and Development, Inc. of their submitted bid;\n2. Awarding the construction contract for the Prospect Avenue and Mesa Road\nIntersection Improvements (CIP 2020-01) Project to LC Paving & Sealing, Inc. for\na total amount of $750,927.00; and\n3. Authorizing the City Manager to execute all necessary documents to execute the\ncontract on behalf of the City; and\n4. Authorizing the City Manager or Director of Engineering/City Engineer to approve\nchange orders in a total amount not to exceed $75,092.00;\n5. Determining this action is categorically exempt from the California Environmental\nQuality Act (“CEQA”) pursuant to Section 15301(c), Existing Facilities, of the\nCEQA Guidelines;\n6. Approving an appropriation of Traffic Mitigation Fees in the amount totaling\n$284,633.20.
