3.\nSafety Enhancement Zones Expansion and Enforcement\nDuring Peak Activity Periods\na) Determine this action is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines\nbecause this action will not result in a physical change to the environment, directly or\nindirectly;\nb) Adopt Resolution No. 2026-8, A Resolution of the City Council of the City of\nNewport Beach, Designating a Geographical Area in West Newport and the\nPeninsula and a Portion of Corona del Mar as “Safety Enhancement Zones”\nDuring the Designated Spring Break Period Beginning on March 14th Through\nApril 12th, which Designation is Necessary to Address Illegal Activity During these\nHigh-Risk Periods; and\nc)\nIntroduce Ordinance No. 2026-2, An Ordinance of the City Council of the City of\nNewport Beach, California, Amending Sections 1.04.060 (Safety\nEnhancement\nZone)of Chapter 1.04 (Code Enforcement), Sections 5.95.045 (Conditions) and\n5.95.065 (Suspensions and Revocations) of Chapter 5.95 (Short Term Lodging\nPermit), and Section 11.08.020 (Use of Shade Coverings) of Chapter 11.08\n(Conduct on Beaches and Piers) of the Newport Beach Municipal Code to Address\nIllegal Activity During High-Risk Periods, and pass to second reading on February\n24, 2026.\nStaff Report\nAttachment A - Resolution No. 2026-8\nAttachment B - Ordinance No. 2026-2
