17.\nSecond Reading and Adoption of Ordinances to Amend the El Cajon Municipal Code\nfor Specific Plan No. 182 and Title 17\nRECOMMENDATION:\nStaff requests that:\nMayor Wells request the City Clerk to recite the titles of the Ordinances; and\n1.\nThe City Council conduct the second reading by title only, waiving further\nreading, and adopt the two Ordinances as follows:\nAn Ordinance Approving an Amendment to Specific Plan No. 182 for\nLighting and Events on City Property and in Rights of Way\nAn Ordinance Approving an Amendment to Title 17 of the El Cajon\nMunicipal Code (Zoning Code) for Housing Related Updates, Changes in\nState Law, and Other Non-Substantive Changes to Improve Clarity and\nConsistency\n2.\nCALIFORNIA ENVIRONMENTAL QUALITY ACT:\nThe proposed Zoning Code and Specific Plan No. 182 Amendments are exempt from\nthe provisions of the California Environmental Quality Act (“CEQA”) according to the\ncommon sense exemption (CEQA Guidelines, section 15061(b)(3)). The common\nsense exemption applies where it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment. The\nproposed amendment does not result in any development or changes to the physical\nenvironment and does not raise this project to a level of significance that warrants\nCEQA analysis.
