2.L. APPROVAL OF A THREE-YEAR CO-\nSPONSORSHIP FOR THE ANNUAL AIDS WALK\nLOS ANGELES FUNDRAISING EVENT [Y.\nQUARKER, C. SMITH, M. REATH, B. SMITH]:\nThe City Council will consider APLA Health’s request\nto co-sponsor the Annual AIDS Walk Los Angeles\nFundraising Event from 2023 through 2025, including\na request to authorize the City Manager to negotiate\nannual Permit to Use City Property agreements with\nAPLA Health.\nRECOMMENDATIONS: 1) Approve a three-year co-\nsponsorship of the AIDS Walk Los Angeles\nFundraising event, to be held annually in West\nHollywood Park and surrounding streets. On the\nfollowing dates: Sunday, October 15, 2023, Sunday,\nOctober 13, 2024, and Sunday, October 12, 2025; 2)\nAuthorize the City Manager or his designee to\nexecute documents incident to the annual Co-\nsponsorship agreements, including an annual Permit\nto Use City Property Agreement (similar in form to\nAttachment A) that defines facility uses, street\nclosures and the terms of the relationship between\nthe City and APLA Health for years 2023, 2024 and\n2025; 3) Approve the waiver of Building and Safety\nPermit Fees, Encroachment Permit Fees, Film Permit\nFees, Extended Hours Permit Fees, Intermittent\nTraffic Control Fees, Park Facility Use and Rental\nPermit Fees, Parking Meter Fees, Post Event\nInspection Fees, Sidewalk Encroachment Fees,\nSpecial Event Permit Fees, Street Closure Fees and\nTemporary Lane Closure Fees, for years 2023, 2024\nand 2025 events, as outlined in the Fiscal Impact\nsection of this staff report; 4) Approve the exclusive\nuse of the northern West Hollywood Park areas and\nbasketball courts for Saturday, October 14, 2023,\nSunday, October 15, 2023, Saturday, October 12,\n2024, Sunday, October 13, 2024, and Saturday,\nOctober 11, 2025, and Sunday, October 12, 2025; 5)\nApprove the street closure of San Vicente Boulevard\nbetween Santa Monica Boulevard and Melrose\nAvenue including alleyways from 5:00 a.m. to 5:00\np.m. on Sunday, October 15, 2023, October 13, 2024,\nand October 12, 2025. The closures will include a 20-\nfoot fire lane to allow for emergency vehicles and\nMetro buses; 6) Approve the street closure of Santa\nMonica Boulevard between Doheny Drive and La\nCienega Boulevard from 5:00 a.m. to 3:00 p.m. on\nSunday, October 15, 2023, Sunday, October 13,\n2024, and Sunday, October 12, 2025; 7) Approve a\nreduced parking rate of $6 per vehicle per day in the\nFive Story Parking Structure for production staff, crew\nand dignitary parking; and 8) Authorize the City\nManager or his designee to negotiate additional\nrequests with APLA Health, including minor annual\nrequests related to use of City parking facilities and\nCity park facilities.\nSTAFF REPORT
