7.5 Exchange Agreement with the Los Angeles County Metropolitan Transportation Authority\nfor Assignment of Federal Surface Transportation Program - Local Funds, and Second\nAmendment to Consulting Services Agreement with MNS Engineers, Inc. for the Diamond\nBar Blvd Complete Streets Project.\nRecommended Action:\nA. Determine that approving the fund exchange agreement and consulting services\nagreement amendment for the Project, are exempt from the California\nEnvironmental Quality Act (CEQA) under Section 15301(c) of the CEQA Guidelines;\nB. Approve, and authorize the City Manager to sign, the Exchange Agreement with\nthe Los Angeles County Metropolitan Authority for the STP-L fund of the Diamond\nBar Complete Streets Project in a not-to-exceed amount of $1,166,000; and\nC. Approve, and authorize the City Manager to sign, the Second Amendment to the\nConsulting Service Agreement with MNS Engineers, Inc., in a not-to-exceed amount\nof $75,170.
