APPROVAL OF RESOLUTION NO. 26-011, AUTHORIZING THE\nFUNDING OF WATER MAIN EXTENSION ON SANTA ANITA AVENUE\nAND PAYMENT OF $510,000 TO SAN GABRIEL VALLEY WATER\nCOMPANY AND APPROVING A MEMORANDUM\nOF UNDERSTANDING BETWEEN THE CITY AND SANTA ANITA\nCOMMERCIAL GROUP LLC ESTABLISHING REIMBURSEMENT\nREQUIREMENTS FOR THE PROPERTY LOCATED AT 1127-1223\nSANTA ANITA AVENUE ("PROPERTY")\nThe City has identified the Santa Anita Avenue corridor as a priority area\nfor economic revitalization. The proposed development at 1127-1223 Santa\nAnita Avenue, which includes a new In-N-Out Burger and up to five\nadditional tenant spaces, requires significant off-site water infrastructure\nimprovements to meet modern fire flow and domestic capacity standards.\nTo facilitate this project, the City will provide an upfront payment of\n$510,000.00 directly to the San Gabriel Valley Water Company (SGVWC).\nTo protect the public’s investment, the City is entering into an MOU with the\nproperty owner, Santa Anita Commercial Group, LLC, requiring that any\nfuture refunds issued by SGVWC be paid back to the City until the full\n$510,000.00 is recouped.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 26-011, authorizing the funding of water main\nextension on Santa Anita Avenue and payment of $510,000 to San\nGabriel Valley Water Company and approving a Memorandum of\nUnderstanding (MOU) between the City and Santa Anita Commercial\nGroup LLC establishing reimbursement requirements for the property\nlocated at1127-1223 Santa Anita Avenue ("Property"); and\n2. Authorize the City Manager or designee to negotiate and execute the\nMOU.
