8E. Acceptance of a public art sculpture donation from the Encinitas Friends of the\nArts of the sculpture piece titled "Luminous Wave" valued by the creator,\nDeanne Sabeck, at $28,000.  Environmental Considerations: The action being\nconsidered by the City Council is exempt from the California Environmental\nQuality Act (CEQA) because it is not a "project" under Section 15061(b)(3) of\nthe CEQA Guidelines because it can be seen with certainty that there is no\npossibility that the activity in question may have a significant effect on the\nenvironment.
