6.\nStaff recommends that the City Council: 1) Approve a\nProfessional Services Agreement (PSA) with RSG, INC., in\nthe amount of $380,000 to provide professional Financial\nAdvisor services to assist the City in the implementation of\nthe Oceanside Manufactured Home Fair Practices Act; 2)\nAppropriate $320,000 from Mobile Home Rent Control\nFund- Unassigned fund balance; and 3) Authorize the City\nManager or his designee to execute the agreement upon\nreceipt of all supporting documents.\n26-1212
