ANALYSIS REGARDING STATE AND CITY OF SANTA ANA CONFLICT OF\nINTEREST RULES AND REGULATIONS\nDuring the February 10, 2026 regular City Council meeting, Council Member Torres\nreceived Council consensus to direct the City Attorney’s office to analyze how a conflict\nof interest ordinance implemented by the City of Santa Ana compares to existing State\nconflict of interest rules and regulations. This report provides that analysis.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Receive and file; or\n3. Provide further direction.
