Expenditure:\nNone.\nRecommendation of the Historic Preservation Commission and Community Development Director that City\nCouncil:\n1.Approve a Mills Act contract for a Historic Landmark designated residence located within the Torrance\nTract Overlay and Small Lot, Low-Medium Overlay in the R-2 Zone at 1753 Andreo Avenue and 1963 218th\nStreet; and\n2.Determine a Categorical Exemption for the project in accordance with Guidelines for Implementation of\nthe California Environmental Quality Act (CEQA), Article 19, Section 15331 (Historic Resource\nRehabilitation/Restoration).
