(5)\n25-0150\nCD 15\nPreviously certified Environmental Impact Report (EIR) No. ENV-2021-\n10633-EIR, State Clearinghouse (SCH) No. 2021010117, certified on\nNovember 30, 2023, and Findings pursuant to California\nEnvironmental Quality Act (CEQA) Guidelines Section 15162 and\n15164 and California Public Resources Code Section 21166, that no\nsubsequent EIR, negative declaration, or addendum is required for\napproval of the project; City Attorney report and draft ordinances\nrelative to: 1) Establishing the One San Pedro (OSP) Specific Plan\npursuant to the provisions of Section 13.B.1.2 of Chapter 1A of the Los\nAngeles Municipal Code (LAMC) in the San Pedro Community Plan\narea; and 2) a Code Amendment to add Section 8.3.5 to Article 8 of\nChapter 1A of the LAMC to establish a new OSP Special Zone; and\nthe Department of City Planning modified Zone Change Ordinance\namending the Zoning Map of Section 1.5.2 of Chapter 1A of the\nLAMC; for the OSP Project (Project) which would establish the\nOSP Specific Plan (Specific Plan) to allow for the phased\nredevelopment of the existing Rancho San Pedro public housing\ndevelopment, which occupies nine city blocks encompassing\napproximately 19.5 acres (Project Site), the Specific Plan would\nestablish standards to regulate land use, development, and design and\nwould permit a maximum of 1,553 dwelling units, including restricted\naffordable units, and 130,000 square feet of commercial space, and\nwould also incorporate approximately 5.3 acres of publicly accessible\nopen space and provide circulation and public right-of-way\nimprovements; located at 275 West 1st Street [Assessor’s Parcel\nNumbers (APNs) 7449-017-900, 7449-017-901, 7449-017-902, 7449-\n018-900, 7449-018-901, 7449-018-902, 7455-017-900, 7455-027-929,\n7455-027-930, and 7455-027-931].
