(48)\n26-0061\nAD HOC COMMITTEE ON UNARMED CRISIS PREVENTION,\nINTERVENTION, AND COMMUNITY SERVICES REPORT relative to\nadopting the Unarmed Model of Crisis Response (UMCR) on a\npermanent basis, improving coordination and technology integration\nfor unarmed crisis dispatch, advancing the Department of Community\nSafety, and establishing a more centralized care-first response to non-\nviolent crises.\nRecommendations for Council action, pursuant to Motion\n(Blumenfield, Hernandez – Harris-Dawson):\n1. DIRECT the City Administrative Officer (CAO) to permanently\nadopt the ongoing UMCR pilot, while ensuring that County\nservices associated with the program remain.\n2. DIRECT the CAO to establish and coordinate a Crisis\nResponse Dispatch Working Group that includes LAPD, LAFD,\nCIRCLE, UMCR, and all other alternative crisis response\nprograms that are dispatched through 9-1-1 to create a more\ncoordinated dispatch system and report back on changes to the\nsystem in order to centralize unarmed crisis response dispatch\nand deployment, reducing system fragmentation, improving\nresponse times, and ensuring appropriate, care-first responses\nto non-violent crises.\n3. DIRECT the CAO, and the Chief Legislative Analyst (CLA), with\nthe assistance of LAFD, LAPD, report to Council on the status\nof the Department of Community Safety, as included within the\nadopted budget action for FY 25-26, CF 25-0600 (Exhibit H,\nInstruction 49), and that CAO and CLA conduct a community\nengagement process that ensures meaningful input from\nresidents, neighborhoods, and community-based organizations,\nservice providers, and labor partners across the city.\nFiscal Impact Statement: Neither the CAO nor the CLA has completed\na financial analysis of this report.
