(49)\n25-0331\nAD HOC COMMITTEE ON UNARMED CRISIS PREVENTION,\nINTERVENTION, AND COMMUNITY SERVICES REPORT relative to\nrequesting a report on consolidating unarmed crisis response into a\nsingle, citywide program, including impacts on service delivery,\ndispatch coordination, costs, and long-term program structure.\nRecommendation for Council action, pursuant to Motion (Harris-\nDawson, Raman – Hernandez, Yaroslavsky):\nINSTRUCT the City Administrative Officer (CAO), with assistance\nfrom the Chief Legislative Analyst (CLA), to report back on the\noptimal pathway to create a single city-wide program for unarmed\ncrisis response. The report should include, but not be limited to:\na. An assessment of the two programs Crisis and Incident\nResponse through Community-Led Engagement\n(CIRCLE) program and the Unarmed Model of Crisis\nResponse (UMCR), including service parameters, costs,\nusage, public awareness, response times, and\neffectiveness.\nb. An evaluation of how a consolidated unarmed response\nprogram could impact emergency dispatch operations,\nresponse times, service coverage, and overall system\neffectiveness.\nc. Expected budgetary impacts, including potential cost\nsavings, of having a single program, including personnel,\ntraining, equipment, and administrative overhead.\nd. A detailed outline of the steps required to create a\nconsolidated system of unarmed and alternative\nresponse, including necessary staffing adjustments and\nidentifying potential challenges in implementation.\ne. An analysis of potential appropriate departments or\nentities within the City to house and manage a unified\nunarmed response system, considering existing\ndepartmental capacity, best practices from comparable\nprograms in other jurisdictions, and community input.\nFiscal Impact Statement: Neither the CAO nor the CLA has completed\na financial analysis of this report.
