(30)\n26-0157\nHOUSING AND HOMELESSNESS COMMITTEE REPORT relative to\nproposed Scope of Required Services for the Alliance Time Limited\nSubsidies (TLS) Program.\nRecommendations for Council action, as initiated by Motion\n(Blumenfield – Rodriguez):\n1. INSTRUCT the Los Angeles Housing Department (LAHD) and\nChief Legislative Analyst (CLA), with the assistance of the Los\nAngeles Homeless Services Authority (LAHSA) and City\nAdministrative Officer (CAO), to report on the City's contract\nwith Housing Operations and Management, Inc. (HOM) and on\nthe proposed program plan for the Alliance TLS Program, in\norder to provide an opportunity for direct Council input, prior to\nthe award of City funds; and on the Scope of Required Services\nand service agreements upon execution.\n2. INSTRUCT the CAO and the CLA to report quarterly, with the\nassistance of the LAHD and LAHSA, on a per-Council District\nbasis relative to the Alliance TLS Program, on HOM lease up of\nindividual time limited subsidies, which should provide Council\nDistrict-level information on available units, including Affordable\nHousing developed under the Mayor's Executive Directive No. 1\nand Shared Housing, as well as on the resources utilized to\nensure timely lease-up of units.\nFiscal Impact Statement: Neither the CAO nor the CLA has completed\na financial analysis of this report.
