(35)\n26-0048\nCD 15\nCATEGORICAL EXEMPTION, TRADE, TRAVEL, AND TOURISM\nCOMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION\nrelative to amending Port of Los Angeles (POLA) Tariff No. 4 to\nincrease rated tariff items based on the West Region Consumer Price\nIndex for All Urban Consumers (CPI-U).\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. CONCUR with the determination by the Board of Harbor\nCommissioners (BOHC) that this action is categorically exempt\nfrom the California Environmental Quality Act (CEQA) pursuant\nto Article III, Class 1(31) of the Los Angeles City CEQA\nGuidelines.\n2. APPROVE Port of Los Angeles (POLA) Resolution No. 25-\n10625 approving amendment to Port of Los Angeles Tariff No. 4\nincreasing rates to Section Four “Dockage”, Items 450 & 480;\nSection Five “Wharfage”, Items 550-001 through 550- 801;\nSection Seven “Free Time, Wharf Demurrage, and Wharf\nStorage”, Items 780 and 790; Section Nine “Container Cranes”\nItem 900; Section Eleven “Charges for Occupancy of Office\nSpace, etc. In Transit Sheds and on Wharves and Wharf\nPremises”, Item 1100; Section Twelve “Water and Electricity”,\nItem 1200; Section Fifteen “Public Landings”, Items 1525 &\n1530; Section Eighteen “General Rules and Regulations -\nMiscellaneous”, Item 1802; Section Nineteen “Commercial\nFishing Vessel”, Items 1910 & 1930; and Section Twenty-Four\n“Recreational Courtesy Docks”, Items 2425 & 2430, subject to\nthe California Association of Port Authorities’ review and\napproval, and authorize the Executive Director to work with the,\nCalifornia Association of Port Authorities to secure this approval\nor proceed to take independent action in accordance with the\nCalifornia Association of Port Authorities’ procedure.\n3. AUTHORIZE the POLA Executive Director, or designee, to\nexecute said amendment to POLA Tariff No. 4 to increase rated\ntariff items based on the West Region Consumer Price Index for\nAll Urban Consumers (CPI-U).\n4. PRESENT and ADOPT the accompanying Ordinance dated\nNovember 10, 2025 relative to amending POLA Tariff No. 4 to\nincrease rated tariff items based on the West Region Consumer\nPrice Index for All Urban Consumers (CPI-U).\nFiscal Impact Statement: None submitted by the BOHC or the City\nAttorney. Neither the City Administrative Officer nor the Chief\nLegislative Analyst has completed a financial analysis of this report.
