(34)\n17-0409-S1\nCD 15\nGOVERNMENT OPERATIONS COMMITTEE REPORT and\nORDINANCE FIRST CONSIDERATION relative to the sale of City-\nowned property at 438 North Mesa Street in Council District 15\n(CD15).\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. DETERMINE that the sale of City-owned property at 438 North\nMesa Street, in CD15, is in the public interest; in accordance\nwith Los Angeles Administrative Code (LAAC) Division 7,\nChapter 1, Article 4 Section 7.27.\n2. PRESENT and ADOPT the accompanying ORDINANCE dated\nSeptember 24, 2025, authorizing the sale of a certain City-\nowned real property that is no longer required for use by the\nCity, and the public interest or necessity requires the sale\nthereof without calling for bids, to the Housing Authority of the\nCity of Los Angeles (HACLA) for the sum of $580,000.\n3. AUTHORIZE the Department of General Services (GSD), with\nthe assistance of the City Attorney, to execute a purchase and\nsale agreement and all documents necessary to effectuate the\nsale of the Property to HACLA, based on the terms specified in\nthe Findings Section of the February 3, 2026 Municipal\nFacilities Committee (MFC) report, attached to the Council FIle,\nfor the sale of the property; and, INSTRUCT the GSD to\ncomplete the transactions outlined in the Ordinance, process\nthe necessary documentation to execute the sale, and deposit\nthe proceeds into the appropriate accounts, as directed by the\nLAAC and as approved to form and legality by the City Attorney.\nFiscal Impact Statement: The CAO reports that the sale of City-owned\nproperty located at 438 North Mesa Street, in CD15, to HACLA for a\ntotal purchase price of $580,000 will have a positive impact on the\nCD15 Real Property Trust Fund 697/14/5141 and the General Fund\n100/40/5141, with 50 percent of the sale proceeds less closing costs\nand administrative fees deposited into each fund.\nFinancial Policies Statement: The CAO reports that the\nrecommendations stated in the February 3, 2026 MFC report,\nattached to the Council File, comply with the City’s Financial Policies\nin that a real property is to be disposed of at fair market value.
