Adopt a finding of no possibility of signification effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines;\n2. Award RFP# 453 to CSG Consultants, Inc. for plan review services for the Community\nDevelopment Department;\n3. Authorize the City Manager to negotiate and execute an agreement with CSG\nConsultants, Inc. in an amount not to exceed $250,000 over a three-year period, with\nfuture year funding contingent on Council budget approval;\n4. Award RFP #453 to 4LEAF, Inc. for plan review services for the Community Development\nDepartment;\n5. Authorize the City Manager to negotiate and execute an agreement with 4LEAF, Inc. in\nan amount not to exceed $250,000 over a three-year period, with future year funding\ncontingent on Council budget approval;
