E. Approval of Memorandum of Understanding (Umbrella Agreement) with the Coalition of Santa\nMonica City Employees for CalPERS Benefits\nRecommended Action\nStaff recommends that Council:\n1. Adopt a finding of categorical exemption pursuant to Section 15324 (Class 24\nRegulations of Working Conditions) of the California Environmental Quality Act (CEQA)\nGuidelines;\n2. Adopt the proposed Resolution (Attachment A) accepting the tentative agreement and\nauthorizing the City Manager to negotiate and execute a Memorandum of Understanding\n(Umbrella Agreement) between the City and the Coalition of Santa Monica City\nEmployees (the “Coalition") adopting the terms and conditions of the contract for\nCalifornia Public Employees’ Retirement System (CalPERS) benefits with the City's\nmiscellaneous employee (non-safety) units and certain unrepresented employees,\nnamely AFSCME Local 4819 (Management Team Association), Supervisory Team\nAssociates, Administrative Team Associates, Municipal Employees Association, California\nTeamsters Local 986, Public Attorneys Union, Public Attorneys' Legal Support Staff\nUnion, International Association of Sheet, Metal, Air, Rail, and Transportation Workers -\nTransportation Division Local 1785, Executive Pay Plan Participants, Confidential\nUnrepresented Employees Pay Plan participants, and certain unrepresented employees.\nStaff Report Printout\na.
