E. Approval of Memorandum of Understanding (Umbrella Agreement) with the Coalition of Santa\nMonica City Employees for CalPERS Benefits\nRecommended Action\nStaff recommends that Council:\n1. Adopt a finding of categorical exemption pursuant to Section 15324 (Class 24\nRegulations of Working Conditions) of the California Environmental Quality Act (CEQA)\nGuidelines;\n2.
