13.1\nA Public Hearing for Consideration and Approval of a Resolution Calling a June 2,\n2026 Special Election to be Consolidated With the Statewide Primary Election\nAdministered by the Los Angeles County Registrar-Recorder/County Clerk so that El\nMonte Voters May Consider a Ballot Measure Making the Elective Offices of City Clerk\nand City Treasurer Appointive; and First Reading of an Ordinance Effectuating the\nSame if Subject to Voter Approval.\nRECOMMENDATION OF BUSINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1. Open the public hearing;\n2. Receive presentation from staff;\n3. Pose questions to staff;\n4. Allow members of the public to offer comment;\n5. Pose follow up questions to staff;\n6. Close the public hearing;\n7. Move to approve the Resolution calling a special election for voter consideration of a\nballot measure making the offices of City Clerk and City Treasurer appointive; and\napprove for first reading ordinance that effectuates the same subject to voter approval;\nand\n8. Alternatively, the City Council may approve to call the special election subject to splitting\nthe matter into two (2) separate ballot questions and ordinances, one (1) for the City Clerk\noffice and one (1) for the City Treasurer office.\nTotal Cost: N/A\nAccount No: N/A\nIs the cost of this item budgeted?
