10.\na) Conduct a public hearing to receive comments on the Draft Substantial\nAmendment to the 2025-2026 Annual Action Plan;\nb) Find the approval of the Substantial Amendment to the 2025-2026 Annual Action\nPlan exempt from the National Environmental Policy Act (NEPA) pursuant to 24 CFR\nPart 58, Section 58.34;\nc)\nFind the approval of the Substantial Amendment to the 2025-2026 Annual Action\nPlan is exempt from the California Environmental Quality Act (CEQA) pursuant to\nSection 15302(c), Class 2 (reconstruction of existing facility involving negligible or no\nexpansion of capacity) of the CEQA Guidelines, because this project has no\npotential to have a significant effect on the environment;\nd) Adopt Resolution No. 2026-14, A Resolution of the City Council of the City of\nNewport Beach, California, Approving a Substantial Amendment to the 2025-2026\nAnnual Action Plan\nfor the Federal Community Development\nBlock Grant Program; and\ne) Authorize the City Manager to: submit the Substantial Amendment to the 2025-\n2026 Annual Action Plan to HUD; execute all related documents on behalf of the City;\nand authorize the Community Development Director, or his/her designee, to be the\nofficial representative of the City of Newport Beach, and to submit required\nenvironmental documentation for CDBG projects.\nStaff Report\n
