7.\nApproval of Final Tract Map No. 17721 and Subdivision Improvement &\nMaintenance Agreement\nRecommendation\nStaff recommends that the City Council:\n1. Approve Final Tract Map No. 17721;\n2. Accept the dedication of easements for emergency vehicle access, storm\ndrain maintenance access, and Scenic Corridor preservation;\n3. Approve the Subdivision Improvement & Maintenance Agreement; and,\n4. Find recommended actions are consistent with The Cove at El Niguel Final\nEIR (SCH No. 2021110122(, and require no further CEQA review pursuant\nto Public Resources Code section 21166 and CEQA Guidelines section\n15162.
