CB 1. Discussion and Direction Regarding the Proposed County of Los\nAngeles General Half-Cent Sales Tax Ballot Measure and Consideration\nof a Supplemental Local Transactions and Use Tax for the June 2, 2026\nBallot to Maintain Local Control of Revenues\nStaff Recommendation:\nThat the City Council:\nReview and discuss the County of Los Angeles’ proposed half-\ncent sales tax measure for the June 2, 2026 ballot;\n1.\nConsider adopting Resolution CC 2026-16, calling for the\nplacement of an Ordinance and measure before Covina voters\nat the June 2, 2026 General Municipal Election to establish a\nsupplemental general transactions and use tax intended to\nmaintain local control of the revenue and directly benefit the\nCovina community;\n2.\nConsider adopting Resolution CC 2026-17, providing for the\nfiling of primary and rebuttal arguments and setting rules for the\nfiling of written arguments regarding a City measure to be\nsubmitted at the June 2, 2026 General Municipal Election;\n3.\nConsider adoption Resolution CC 2026-18, requesting the Board\nof Supervisors of the County of Los Angeles to consolidate a\nGeneral Municipal Election to be held on June 2, 2026 with the\nStatewide General Election to be held on that date pursuant to\nSection 10403 of the Elections Code.\n4.\nAuthorize any necessary changes to the proposed Ordinance\nand Resolutions to ensure compliance with edits required by the\nCounty of Los Angeles Registrar of Voters and the California\nDepartment of Tax and Fee Administration (“CDTFA”).\n5.\nDesignate members of the City Council that may be interested in\ndrafting and signing the ballot argument in support of the local\nmeasure.\n6.
