D. Discussion Regarding Draft Law Enforcement Ordinance and Provide Direction to Staff on Local\nLaw Enforcement and Immigration (page 1657)\nPresented by the City Manager\nRecommendation:\nThe City Council is requested to provide feedback and direction to the\nCity Manager in the following areas:\n1. Direct the City Manager to work with the Los Angeles County\nSheriff’s Department to ensure that services are delivered in a manner\nconsistent with the priorities, annual performance objectives, and\ngoals established by the City, in which the City may set pursuant to\nSection 3.2 of the Municipal Law Enforcement Services Agreement.\na. The Council will need to identify and work towards\nidentifying the priorities, annual performance objectives and\ngoals.\n2. Direct the City Manager to work with the Los Angeles County\nSheriff’s Department as articulated in section 3.3.2 to gather reports in\nthe formats and types as requested by the Council.\na. The Draft Law Enforcement Ordinance (as attached) may be\nthe basis for the direction to be provided by the Council.\n3. Discuss and direct the City Manager to identify whether the City’s\nCudahy App can allow for the reporting of various ICE activity in the\ncommunity so that city residents can report ICE activity with the City\nhaving a permanent record of such activity.\n4. In anticipation of the Municipal Law Enforcement Services\nAgreement expiring in 2029, the Council may wish to form a Council\nAd-Hoc to identify policy areas it would like addressed in a new\nagreement with the LA County Sheriff’s Office and report back to the\nCity Council\na. This may also allow the City to discuss the potential of an\nearlier contract amendment with the Sheriff’s Office, and not\nnecessarily wait until 2029.\nb. If it wishes to form a Council Ad-Hoc, City Council must\nprovide direction regarding the Ad-Hoc purpose, members,\nand lifespan.\n5. Modifying the Law Enforcement Ordinance as directed by the Mayor,\nVice Mayor, and Council.\n6. Other items as identified by the Council.
