9.a.\nCONSIDERATION AND APPROVAL OF RESOLUTION NO. 26-014 OF\nTHE CITY OF SOUTH EL MONTE IMPOSING SANCTIONS ON MAYOR\nGLORIA OLMOS\nThe City of South El Monte (“City”) has completed an independent\ninvestigation initiated by members of the South El Monte City Council (the\n“City Council”) into allegations of improper disclosure of confidential closed\nsession information by Mayor Gloria Olmos (“Mayor Olmos”).\nThe investigation examined three allegations concerning potential\nviolations of the Ralph M. Brown Act (the “Brown Act”) (Government Code\nsection 54950 et seq.). The investigator sustained one allegation,\nconcluding that Mayor Olmos shared privileged information and materials\nobtained in closed session to an outside third-party unaffiliated with the\nCity. Based on this finding, the City Council considered a resolution\ncensuring Mayor Olmos.\nThe City Council may additionally impose limited disciplinary actions or\nsanctions that do not interfere with the Mayor’s ability to perform the core\nfunctions of her elected office or restricting her opportunities to speak, such\nas her opportunity to deliberate on the dais and/or speak to the public. This\nitem is to consider the imposing of sanctions against Mayor Olmos.\nRECOMMENDED ACTION: It is recommended that the City Council\nconsider adopting Resolution No. 26-014, provide alternative direction, or\ntake no action.
