8.a.\nA PUBLIC HEARING TO CONSIDER AND APPROVE RESOLUTION NO.\n26-013 OF THE CITY OF SOUTH EL MONTE CENSURING MAYOR\nGLORIA OLMOS\nThe City of South El Monte (“City”) has completed an independent\ninvestigation initiated by members of the South El Monte City Council (the\n“City Council”) into allegations of improper disclosure of confidential closed\nsession information by Mayor Gloria Olmos (“Mayor Olmos”).\nThe investigation examined three allegations concerning potential\nviolations of the Ralph M. Brown Act (the “Brown Act”) (Government Code\nsection 54950 et seq.). The investigator sustained one allegation,\nconcluding that Mayor Olmos shared privileged information and materials\nobtained in closed session to an outside third-party unaffiliated with the\nCity. Based on this finding, the City Council is considering a resolution\ncensuring Mayor Olmos.\nRECOMMENDED ACTION: It is recommended that the City Council:\n1. Conduct a public hearing;\n2. Take public testimony; and\n3. Consider adopting Resolution No. 26-013, provide alternative\ndirection, or take no action.
