13.\nApprove the use of city resources and the request for in-kind support in the amount of\n$130,607.96 for the Redlands Bicycle Classic event hosted by Redlands Bicycle Classic,\nInc., on April 9th through 12th, 2026; approve temporary street closures related to the\nevent; authorize the sale and consumption of alcoholic beverages at the event, and\ndetermine that the event is categorically exempt from environmental review pursuant to\nSection 15311(c) of the State's guidelines implementing the California Environmental\nQuality Act (Facilities and Community Services Director Crocker)
