10.4\nEstablishment of Section 115 Trust\nRECOMMENDED ACTION\n1.  Approve a professional services agreement with Phase II dba Public Agency\nRetirement Services (PARS) for administrative services of the City’s Section\n115 Trusts; and\n2.  Adopt a resolution approving the adoption of the City of Menifee’s Post\nEmployment Benefit (OPEB) Trust and Pension Liability Trust, collectively\nSection 115 Trusts, for the purpose of prefunding pension and/or OPEB\nobligations, to administered by PARS and authorizing the City Manager, or\ndesignee, to act as the City’s Plan Administrator; and\n3.  Authorize the initial transfer of $2,616,761 from existing Assigned Fund Balance\n(Unfunded Pension Liability and OPEB Liability).
