(1)\n25-1505\nTRADE, TRAVEL AND TOURISM and PLANNING AND LAND USE\nMANAGEMENT COMMITTEES' REPORT relative to requesting a\nreport on the environmental, public health, and equity impacts of\nresidential development near Los Angeles International Airport (LAX),\nbest practices for protecting residents in high-exposure areas, and the\nfeasibility of establishing an airport noise and environmental exposure\noverlay zone to guide future land-use decisions.\nA. TRADE, TRAVEL AND TOURISM COMMITTEE REPORT\nRecommendation for Council action, pursuant to Motion (Park –\nPadilla):\nINSTRUCT the Department of City Planning, I coordination with\nLos Angeles World Airports (LAWA), the Department of Building\nand Safety, the Los Angeles Housing Department, the Bureau of\nSanitation, and the Office of the City Attorney, report back within\n90 days on:\n1. The range of environmental and public-health impacts\nassociated with airport-adjacent residential development,\nincluding both noise and emissions.\n2. Equity impacts related to the siting of high-density or\naffordable housing projects within high-exposure areas,\nincluding disproportionate burdens on low-income\ncommunities.\n3. Best-practice standards for protecting residents in airport-\nimpacted zones, including noise, air quality, mechanical\nventilation, filtration, and building-envelope strategies.\n4. The feasibility, scope, and policy implications of creating\nan Airport Noise-Contour and Environmental Exposure\nOverlay Zone, including options for tiered subzones, land-\nuse controls, performance standards, and required\nmitigation measures.\nB. PLANNING AND LAND USE MANAGEMENT COMMITTEE\nREPORT\nRecommendations for Council action, as initiated by Motion\n(Park - Padilla):\n1. CONCUR with the action taken by the Trade, Travel and\nTourism Committee on January 27, 2026, attached to the\nCouncil file.\n2. REQUEST Los Angeles World Airports to:\na. Report on the feasibility and cost of single-\nevent (SENEL) noise monitoring in residential\ncommunities immediately outside existing\nairport noise-contour boundaries at City-owned\nairports, where prior contours were not\nvalidated by site-specific measurements; to\ninform best-practice standards for protecting\nresidents, and to support the future creation of\nan Airport Noise-Contour and Environmental\nExposure Overlay Zone.\nb. Report on whether airport revenue may be\nused to finance this additional noise-monitoring\nanalysis or if the City would have to fund it.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe CLA has completed a financial analysis of this report.
